This memorandum constitutes a formal criminal referral based on the sworn statements and disclosures of Sascha Barros. All facts summarized herein are drawn directly from his victim affidavit and supporting documentation. Barros requests that Colorado authorities open an immediate investigation into William Kyle Riley and any co-conspirators, with particular attention to the Fort Carson military inquiry and the related peer-to-peer child pornography investigation conducted by the Colorado Springs Police Department and Fort Carson Criminal Investigation Division.
SUMMARY OF ALLEGATIONS
Sascha Barros, born Manuel Sascha Barrows on June 23, 1973, was adopted at approximately four years of age by William Kyle Riley and Irene Ursela Riley (née Liskey). He later had a second adoptive mother, Mary Lynn Riley. Barros enlisted in the United States Army as William Sascha Riley, at age 18, in 1991 and served until 1998. He rejoined in 2002 and continued until 2016, attaining the rank of Sergeant First Class (SFC), E-7. His service included stationing at Fort Carson, Colorado, from 2007 to 2011, with his final assignment at Alpha Battery, 1st Battalion, 30th Field Artillery Battalion, Fort Sill, Oklahoma. He completed at least twenty years of service and remains eligible for retirement.
Barros alleges that William Kyle Riley used international adoption processes as a front for child trafficking. Following the adoption, Riley subjected him to repeated sexual abuse beginning at approximately age six. The abuse included grooming and sexual exploitation. Riley photographed and filmed Barros for the production and distribution of child exploitation material across multiple states, including Texas, Tennessee, Alabama, and Florida.
During childhood, Barros was coerced into appearing in approximately ten to twelve child exploitation films. One such recording was a “snuff” film in which a prepubescent girl named Patricia was murdered on camera. Perpetrators told him he would not be killed because “boys are hard to find.” He witnessed the murders of additional prepubescent girls—Samantha, Patricia, and Sarah—who were primarily runaways or kidnapped—and the beating death of an adult male within the exploitation network. He was frequently administered heroin and cocaine mixtures (“speedballs”) to the point of being “drugged out of his mind,” impairing his recall of certain events.
At age ten (in 1983), Barros was transported to a rural Texas farm ranch (identified in related accounts as Southfork Ranch) for multi-day events. Temporary tents were erected for private activities. The first days appeared legitimate, but illegal conduct began by the third day, including forced homosexual acts in orgy settings involving chemical substances, bare-knuckle fighting tied to illegal gambling, and events scheduled around political after-parties, federal holidays, or government shutdowns. Public figures and political personalities present at various times included Donald Trump, Clarence Thomas, Lindsey Graham, Andy Biggs, and Jim Jordan.
On one occasion in 1983, Barros was placed in a tent with Donald Trump, who allegedly orchestrated a sexual encounter. Provided with a condom, Barros, then ten years old, slipped the condom onto a wooden tent stake, climbed onto a makeshift massage table where Trump lay prone on his stomach, placed the stake within Trump’s glutes then kicked the stake into his anus, causing injury that required helicopter evacuation for treatment.
William Kyle Riley, a helicopter pilot with a career spanning more than five decades, transported attendees—including Barros—to these ranch events. Riley joined Air Evac Lifeteam in 2005 as a line pilot in Scottsboro, Alabama, advanced to flight instructor by 2016, and later served as a helicopter flight simulator instructor at the organization’s national headquarters in O’Fallon, Missouri. He completed his first solo flight in 1965, served in the U.S. Army during the Vietnam War era, provided helicopter emergency medical services for the 1996 Atlanta Olympics, and received the FAA Wright Brothers Master Pilot Award in September 2020. Riley also conducted secondary helicopter flights for clients associated with Jeffrey Epstein and adoption-related activities, distinct from Epstein’s fixed-wing aircraft.
Barros alleges that Riley administered drugs to ensure compliance and attempted to stage fatal “accidents” against him in multiple states. In one incident reported to law enforcement, Riley threw him into the deep end of a swimming pool in an attempt to cause drowning. In another, Riley pushed him down a flight of stairs, causing a head injury. Riley relocated the family whenever Child Protective Services opened an investigation. Mary Lynn Riley died on July 28, 2018, in Johnson City, Texas, at age 75; Barros believes her death was a suicide involving consumption of Jack Daniels whiskey and unidentified pills.
While stationed at Fort Carson between deployments in 2008 or 2009, Sascha Barros (then William Sascha Riley) was summoned by Captain Colasanto for an inquiry after child sexual abuse material was discovered in the possession of NCO Staff Sergeant Habel. First Sergeant Michael Balis was present. The inquiry prompted Barros to disclose his childhood abuse and Riley’s production of digitized VHS recordings of pedophilia. This disclosure contributed to broader criminal investigations at Fort Carson involving peer-to-peer distribution of child pornography from private computers on base. A joint investigation by the Colorado Springs Police Department and Fort Carson Criminal Investigation Division examined these activities, with no evidence of local victimization. First Sergeant Mendenhall was investigated following related arrests.
Barros requested an FBI investigation into Riley, but authorities declined, citing insufficient basis. As Barros and other adopted children aged, they were viewed as liabilities; some were removed in a Chevrolet van and never seen again.
APPLICABLE COLORADO STATUTES
The conduct described, particularly the production and potential distribution of child exploitation material that later surfaced during the Fort Carson inquiry, the sexual abuse by an adoptive parent (a position of trust), and the attempted murders, falls within Colorado jurisdiction for investigation. Relevant statutes include:
- C.R.S. § 18-6-403 (Sexual Exploitation of a Child): Prohibits the production, preparation, promotion, distribution, or possession of any sexually exploitative material involving a child under eighteen. Production or distribution is a class 3 felony (4–12 years imprisonment, fines up to $750,000). Possession is a class 5 or 6 felony. The statute expressly recognizes the ongoing harm caused by such material.
- C.R.S. § 18-3-405 (Sexual Assault on a Child) and C.R.S. § 18-3-405.3 (Sexual Assault on a Child by One in a Position of Trust): Criminalize knowing sexual contact with a child under fifteen by an actor at least four years older, or by a parent or person in a position of trust. These are class 4 felonies, elevated to class 3 felonies when force, threats, or a pattern of abuse is involved.
- C.R.S. §§ 18-2-101 & 18-3-102 (Criminal Attempt – Murder in the First or Second Degree): Covers deliberate attempts to cause death. Attempted first-degree murder is a class 2 felony (8–24 years imprisonment); attempted second-degree murder is a class 3 felony (4–12 years).
Additional potential violations include conspiracy, human trafficking for sexual servitude, and tampering with witnesses or evidence, given the interstate nature of the alleged network and the relocation of the victim to evade Child Protective Services investigations.
REQUEST FOR ACTION
Barros respectfully requests that Colorado authorities:
1. Immediately open a criminal investigation into William Kyle Riley for the offenses outlined above.
2. Obtain and review all records from the 2008–2009 Colasanto inquiry and the joint Colorado Springs Police Department / Fort Carson Criminal Investigation Division probe.
3. Subpoena any digitized VHS recordings or child exploitation material linked to Riley that surfaced on base.
4. Coordinate with federal authorities where interstate or military jurisdiction applies.
5. Protect Barros as a victim-witness, given the gravity of the allegations and documented attempts on his life.
Barros stands ready to provide a sworn statement, submit to polygraph examination if required, and assist in any manner necessary. He has already executed a detailed victim affidavit under penalty of perjury pursuant to Florida law and fears for his safety due to the nature of these events and the potential for retaliation.
This referral is submitted in good faith to ensure that the serious crimes alleged are fully investigated and, where appropriate, prosecuted under Colorado law.
